In 1987, as Yonkers City Council faces the prospect of being held in contempt if it fails to comply with an order to build low-income housing within the city, Councilman Nick Wasicsko plans to run for mayor.
As 1988 begins, Nick tries to convince the Yonkers City Council to agree to the housing plan as the reaction from residents of the proposed new build sites turns nasty. Meanwhile, Carmen and Doreen face tough decisions.
The crisis drags on into September 1988, and Nick finds himself unable to solicit support from anyone. Meanwhile, Carmen receives unexpected news, and Doreen struggles to adjust to life in a new home.
Spallone proves to be a much tougher opponent than Nick expected, Carmen makes plans for the future, Billie faces a crisis, and Doreen's life begins to spiral out of control.
In 1991, Nick plots his next political move. Meanwhile, Mary learns about the other side of the housing argument, and Doreen plans to give something back to the community.
In 1992, the first families begin moving in to the new townhouses, but their arrival is not greeted with an entirely positive reception. Meanwhile, Nick finds his political position under threat.
